In the past 3 years, HSH helped communities obtain over $2.5 million in Tier 3 Complete Streets grants to implement their priority projects.
Safety and Mobility Improvements in Leicester, MA
Through MassDOT Complete Streets funding, HSH partnered with the Town of Leicester to implement safety and mobility improvements to the Town Center. These improvements provide much-needed connections among the Town Center, neighboring schools, and the Senior Center.
This project included a shared use path, sidewalks to fill critical sidewalk gaps, a raised crosswalk, and new pathways in and around the Town Common. The project provided connections to the Town Hall, First Congregational Church, Becker College campus (converted public school facilities), and the Public Library.
Connecting the Community in Lancaster, MA
HSH assisted securing two Complete Streets Tier 3 grants.
The first project included reconstruction and improvements to high-priority crosswalks along Main Street from Route 117 to the Nashua River bridge. The second grant project built upon the sidewalk improvements along the southbound side of Main Street from the Nashua River bridge to Whitcomb Drive.
These two projects close the connectivity gap for users of all abilities by joining senior housing, schools, gathering places, and an environmental justice area with critical Town services.

Steve Tyler, P.E.
Complete Streets Funding Expert
In the past 3 years, Steve and HSH have assisted six different communities in obtaining over $2.5 million in Tier 3 Complete Streets grants to implement priority projects within their respective communities. Steve is the Manager of HSH’s Worcester office and draws upon a talented group of transportation engineers, planners, and community engagement specialists to assist clients with realizing their visions in a well-thought-out, collaborative way. Prior to joining HSH, as DPW Director in the Town of Spencer, Steve oversaw the development of numerous projects and fully understands projects from the municipal perspective.
Chris Lyman, P.E.
Project Engineer
Chris was the Lead Designer for the Leicester Town Common project and is currently working on Town of Spencer Complete Streets projects. He was responsible for developing the roadway and sidewalk improvements, identifying utility relocations, and completing the environmental permitting. Chris is a licensed drone pilot, managing HSH’s Drones/Unmanned Aircraft Systems (UAS). HSH has augmented our services to include the practical and cost-effective use of drones in all areas of transportation engineering, infrastructure assessment, civil/site development, planning, and public outreach.
Erin Reed
Community Engagement
Erin brings her years of experience in Safe Routes to School and Completes Streets to her work with municipalities in the Commonwealth. As Manager of Community Engagement and a specialist in complete streets, Erin aids communities in improving safety and access to schools, parks and open spaces from conceptual design and prioritization to implementation of complete streets. She seeks to facilitate communication between the public, government and designers to create the networks residents ages 8-80 use to live, work and play. Erin connects municipalities with grant and funding opportunities like MassTrails, Shared Streets and Safe Routes to School.
