James Downing is the Manager of Civil Engineering in our Boston office, providing leadership and extensive knowledge in advancing development projects throughout the Commonwealth.   James is a Civil Engineer with 13 years of experience in both private and public sectors. His relevant experience includes conducting field investigations, preparing engineering feasibility studies and reports, conceptual and final designs, and contract documents and specifications. He has a proven track record on projects involving stormwater control, water treatment design, wastewater treatment design, industrial wastewater design, construction supervision, septic system replacement, and watershed hydrology services. He is well-versed in hydrologic analyses, stormwater drainage treatment and designs, permitting, grading and erosion control, on-site water supply design, site development, and wetlands permitting. He is also experienced in the preparation of stormwater pollution prevention plans, and operation and maintenance plans for stormwater facilities. He holds a Master of Science degree in Construction Management and a Bachelor of Science degree in Civil Engineering from Edinburgh Napier University.

Jessica Lizza is the Manager of Traffic Engineering, specializing in traffic design and analysis with experience performing safety analysis and traffic modeling from local intersections to major interchanges. Jessica has extensive experience preparing traffic studies and design reports for projects of varying scale. She uses her technical skills to advance complicated largescale projects through permitting to design and into construction.  Jessica is an integral part of the team working with various municipalities as well as MassDOT on a several transportation improvement projects.  She has completed numerous Road Safety Audits throughout Massachusetts and has taken projects from conceptual planning into design.  Her work also includes both safety and operations analysis from complex alternatives for a major interchange to isolated intersections. She holds a Bachelor of Science degree in Civil Engineering from Northeastern University.

Matt Jasmin, P.E. is a Registered Civil Engineer with more than 7 years of progressive experience in program management, project management, highway and Complete Streets design, and construction inspection and oversight. Matt is engaged in high visibility projects that bring together public engagement with a context driven focus to design and project management. As a former supervising project manager at Massachusetts Department of Transportation’s (MassDOT’s) Highway Design Section, Matt managed projects that impacted all 6 MassDOT districts ranging from corridor reconstruction projects to the Statewide Toll Plaza Demolition Projects. Matt brings his expertise and knowledge of working with local, state, federal, and foreign national agencies, and the public to all his projects. He is an Adjunct Professor for the UMass Lowell Transportation Engineering program, and he holds a Bachelor of Science degree in Structural Engineering from Brown University, and a Master of Science degree in Transportation Engineering from UMass Lowell. Matt is also a captain in the USAF Air National Guard serving as a Civil Engineer Officer for the 104th Fighter Wing.
