MassDOT Municipal Pavement Program

The Massachusetts Department of Transportation (MassDOT) Municipal Pavement Program was initiated in 2021 to improve the condition of municipally owned state numbered routes. Each year, MassDOT selects projects across all six MassDOT Districts and works closely with municipalities to develop a scope of work for each roadway segment. This program provides urgent maintenance to the MassDOT roadway network on an accelerated schedule. HSH has been under contract with MassDOT since the program began to provide engineering support, including lifecycle cost analysis of different pavement treatments, collecting imagery using aerial drones, data collection and site inspections, pavement design, pavement marking plans, lane use assessment and design, and various other engineering tasks required to deliver projects at an expedited pace. Under this program, HSH’s GIS team developed an ESRI storymap for the Municipal Pavement Program as well as a custom dashboard for use by the MassDOT Project Team. This dashboard combines existing record data with new data updated as road segments are improved under this program.
