Senior Civil Engineer
Stu has worked over 20 years in engineering, which has included highway and traffic signal design, commercial and residential site development, and airport improvement projects. He specializes in site grading, stormwater management systems, and in the bidding and administration of municipal projects. He has a proven track record on projects involving stormwater control, state and local permitting, construction supervision, septic system replacement, and watershed hydrology services. He is well-versed in hydrologic analyses, stormwater drainage treatment and designs, permitting, grading and erosion control, on-site water supply design, site development, and wetlands permitting. He understands municipal finances, and consistently develops design solutions that are both functional and cost-effective.
Airport Obstruction Removal
Fitchburg Municipal Airport– Fitchburg, MA
Stu conducted an airspace analysis for the future approach to Runway 32. Due to the Airport’s location surrounded by rising terrain, obstacles included vegetation, buildings, and the ground itself. The proposed Runway 14-32 was rotated 0.55-degrees to avoid two commercial buildings. Final design included vegetative obstruction removal, and minor modifications to a residential roof and chimney. This project is currently under construction.
Residential Property Acquisition
Nashua Municipal Airport – Nashua, NH
Managed the acquisition of two residential properties located in the Runway Protection Zone. Coordinated the appraisal, review appraisal, negotiation, legal services and closing. Both properties were successfully acquired. Displaced homeowners were assisted in their search for replacement housing, and relocated in accordance with the Uniform Relocation Act of 1970 (49 CFR Part 24).
Parallel Taxiway Reconstruction
Turners Falls Municipal Airport – Montague, MA
Managed the design, bidding, and grant administration services for the reconstruction of 2,400 feet of parallel Taxiway ‘A’ at Turners Falls Municipal Airport. Geometric updates to the main apron connections were required to meet current FAA requirements. This project was completed on schedule and under budget in July 2016.
Security Fence and Gates
Biddeford Municipal Airport – Biddeford, ME
Obtained funding approval from City Council for the first FAA-funded improvement project at Biddeford Municipal Airport in over a dozen years. This security project installed over 1,500 LF of chain-link fence, and two motorized slide gates for vehicular access. Coordinated closely with local police and fire departments to integrate access control with existing City system.
Mansfield Municipal Airport – Mansfield, MA
Managed the design, bidding, and construction phase services for the removal of vegetative obstructions within the Runway 14, 22, and 32 approaches to Mansfield Municipal Airport. This project required permitting through two local Conservation Commissions, and close coordination with the Massachusetts Historic Commission due to archaeological concerns. Phases II and III of this project recently completed construction activities.
